This guide has listed the commodity packaging laws and
regulations, the standard and conformity assessment
procedures that European Union regulated, proposed the
general packaging technical specification of commodity
exported to the European Union and packaging technology and
method for the main kinds of commodity exported to European
Union, as well as supplies the suggestion for reference.
This guide applies for the packaging design, the production,
the examination, the trade and the circulation of commodity
exported to the European Union, and it may be referred to
about packaging information for commodity exported to other
countries and places.
This guide has not any information about the dangerous
material packaging.
The main technology content listed in this guide accords
with the European Union laws and regulations, the European
coordination standard, the European Union member nation
technical standard and the international standard, and it is
also proposed based on the analysis and research on our
country’s actual situation of packaging of commodities
exported to European Union.
This guide is mainly divided into five chapters:
First Chapter: Packaging of European Union and its member

legislation.

laws and regulations, the restrictive requirements, the
standard, the qualification evaluation procedure the
technical content, as well as the relation with condition of
market access is done emphatically in this guide.
In this guide, there is the introduction of the interaction
between packaging and resources, packaging and energy, as
well as packaging and environmental protection, and there is
also the explanation of the compulsory request principle and
the basis about packaging regulated by the European Union.

1. Project Target
About this project, based on the analyze and research
of some packaging-related laws and regulations, the
standard, and some technologies like qualification
evaluation procedure in European Union, US and the
main industry advanced foreign countries, "Packaging
for environmental protection___General rule", "
Inspection Code for Wooden containers ", " Inspection
Code for Honeycomb fibreboard boxes " and other
national standards are proposed. Through the
improvement of export commodity packaging the and the
enhancement of technical level, bring down the
influence that foreign export packaging restriction to
our country and every year approximately 7 billion US
dollars exportation losses due to bad commodity
packaging to the minimum, and further create the more
opportunity to expand our country commodity
exportation.
2 The research result of the topic
Through the investigation and study of the situation
of export commodity packaging and the influence that
the implementation of European Union packaging-related
instruction has for the export packaging in our
country, analysis of the domestic and foreign
packaging technology, especially the basis of present
research and development situation that packaging and
environmental protection develop coordinately,
considered our country export trade the situation, the
topic proposed the research report of " the
formulation of important standard for export packaging
"
The topic analyzed and studied European Union standard
and the laws and regulations such as “EN 13427---2000
Packaging – Requirements for the use of European
standards in the field of packaging and packaging
waste CR 13695“, " CR 13695 - 1---2000 Packaging -
Requirements for measuring and verifying heavy metals
and other dangerous substances, present in packaging
and their release into the environment - Part 1 :
Requirements for measuring and verifying the four
heavy metals present in packaging." etc, and completed
the research formulation of the national standard
(manuscript for approval) as "Packaging for
environmental protection___General rule".
Research of the question and the countermeasure the
export commodity wooden packaging faced and the
research formulation of national standard has been
carried on, and the national standard (manuscript for
approval) such as " Inspection Code for Wooden
containers ", and " Inspection Code for Honeycomb
fibreboard boxes " is completed.
3, Evaluation of the Project
The project team invited specially experts from China
Machinery Industry Federation, Huazhong University of
Science and Technology, China Food and Packaging
Machinery Industry Association, Communications Science
Research Institute, China National Packaging
Corporation, Packaging Office of Ministry of
Information Industry, China Federation of Industrial
Economics, the second missile forces first research
institute, Tianjin Chinapack Imp. & Exp. Co., LTD, and
those experts carried on the approval to the project.
They think:
A. This topic proposed and completed the formulation
work of three important packaging standards in our
country, which can effectively promote the enhancement
of the export enterprise commodity packaging design
level and the production level, and instruct the
enterprise to dodge the packaging technology barrier
risk so as to reduces commodity exportation loss in
our country.
B. this topic proposed and completed the key
technologies such as the green packaging
characteristic, the export wooden packing examination
and the pretreatment, new-type paper material
packaging - honeycomb carbon box examination
regulations. The "full paper pallet" Designed by key
personnel win the international "WorldStar" packaging
design award.
C. This topic research result has foresightedness and
feasibility, conforms to the national characteristics,
is of practical application value to advancement
packaging profession technology in our country. The
result can also promote formation of new industry in
our country.
D. The overall level of this topic achieves the
domestic advanced level, and the national standard of
"Packaging for environmental protection___General
rule" achieves the international advanced level.
E. The goal of this topic and the research results
conform to and meet the topic contract stipulation
requirement of national science and technology
department. The idea that some national department and
enterprises promote the application of this result as
soon as possible is suggested.

A Scope
This standard is applicable to common technical requirements
including classification, materials, containers, size, marks
and inspection involved in transport packaging and sales
packaging of export commodity.
B Principal technical content and explanation |
1．This standard sets on premises that packaging for
export commodity should accord with demand of international
market, packaging-related terms in international trade
contract and requirements of import countries.
2．Classifications of packaging for export commodity
proposed in this standard are mainly based on classifications
from our country’s import and export packaging inspection.
3．There should be special and more strict requirements on
packaging for export hazardous substances and specific
standard is also needed to carry out. Therefore, they are not
included in this standard.
4．Considering that packaging technology requirements for
export commodity are stipulated terms in foreign trade
contracts, therefore, this standard specially points out that
“when signing a international trade contract, contents like
packaging materials, packaging mode, packaging marks and
packaging fee should be included in relevant terms.”
5．This standard explicitly brings forward “materials which
are not allowed to be used in packaging for export commodity,
including straw, straw of wheat, sacks, boxes and materials
not in accordance with GB／T 16716 General rule of disposal and
utilization of rubbish for packaging.”It also stipulates that
wood packaging materials, materials with plant fiber and
secondly-used packaging materials should have cleanout and
necessary treatment before using.
6．According to different packaging containers and
commodity categories, the standard presents a list of
packaging forms and application scope for export commodity.
7．As for characteristics of packaging for export
commodity, the standard has three suggestive appendixes, which
are, Appendix A: Transport environmental hurt of packaging for
export commodity and application examples of defending
measures; Appendix B: Recommended patterns and colors of
packaging for export commodity; Appendix C: Application
