Nov. 20, 2006, Poland Subject: Memorandum of Understanding on World Packaging Organisation’s Endorsement of ‘National Hi-tech R&D Centre on Environment-adapted Packaging’ Established by China National Export Commodities Packaging Research Institute in Beijing, China
During World Packaging Organisation (WPO) Board meeting held in Poland, on behalf of China National Export Commodities Packaging Research Institute (CEPI) and President Li Jianhua, Mrs. Wang Xianyun, Executive Vice President and Mr. Keith A. Pearson, President of WPO, had an exchange of views on international technological cooperation regarding hi-tech R&D of environment-adapted packaging on Nov.20th, 2006. Mr. Keith A. Pearson represented WPO to express that WPO would endorse the establishment of a state-level hi-tech R&D centre on environment-adapted packaging by CEPI in Beijing, China.
The developing trend of global packaging is focused on packaging reduce, recycling and reuse. As WPO’s Chinese representative and director member, CEPI, jointly with WPO, are going to promote the hi-tech R&D of environment-adapted packaging, which will help further strengthening the two organisations’ international technological cooperation regarding global packaging technology and project, packaging productivity, environment-adapted, consumer’s health & safety, optimized storage, preservation and transportation of food and other consumer goods, consulting service, education & training, resource & information and other areas.
To set up a state-level hi-tech R&D centre on environment-adapted packaging in China meets the demand of recycling economy, moves the technological innovation and self-initiated innovation capability to a higher lever, stimulates CEPI to play a more important role in the packaging industry home and abroad, as well as making great contribution towards the development of global packaging technology.
CEPI is going to submit an application to P.R.China National Development and Reform Commission for establishing “National Hi-tech R&D Center on Environment-adapted Packaging” in Beijing. This Center is to be developed into an international advanced R&D base, involving high technology of packaging reduce, recycling & reuse, product’s development, design, standardization, experiment & testing, application and technical services, by the means of modernized, specialized and standardized technology and the platform of international technological cooperation. The primary research fields are the following.
a. Bio-packaging material, degradable packaging material, modern protective packaging material and its technology; MAP material of high-barrier property, static electricity proof and multi-function, its technology and standardization;
b. Packaging material’s recycling, reuse, rational use of resource, handling, composite and bio-degradable technology, related products and its standardization;
c. R&D of packaging technology and products of less pollution, environment- adapted and sustainability;
d. Research on the control of hazardous substances in packaging material and its standardization;
e. Development of hi-tech packaging products, original and auxiliary material with high value-added;
f. Research and manufacture of packaging equipment with self-initiated innovation, self-made technology, and self-owned brand, and its related technology application;
g. Research on the technical trade counter measure of packaging for export commodity, its standardization, experiment & testing, design and computer application techniques;
h. Research and application of the establishment of basic platform for packaging technology.
In order to further promote the development of packaging research in the global arena, WPO fully encourages 'National Hi-tech R&D Centre on Environment-adapted Packaging’ to be a world class R&D Centre in China and provides assistance in various aspects to its packaging research, in accordance with WPO’s work purpose, enhancing technological cooperation between WPO and China. Moreover, WPO endorses CEPI R&D Center. Under the authority and support of Chinese government, WPO-related international technical cooperation projects will be conducted by CEPI. This center will provide an international technical platform for the packaging research jointly carried out by CEPI and WPO in China, which will also be a research, education and training base for WPO in China.
